Under the dark fixer Gondo, there was the martial artist Okita and another one-armed man with brains. His name was Kamiya Shuji, known as the 'Lizard of Minami'. Then, Samejima and his team get an important clue to uncover Gondo's crimes. Samejima then confronts Kamiya.

The man is trying to get close to Gondo, the leader of the Kansai region, to avenge his old friend Shiraishi, who was killed by Gondo, and himself, who was framed by Gondo. However, Osaka Police Inspector Okura warns the man that he is dangerous. Meanwhile, a woman is defrauded and comes to the Sugiyama Law Office for help.

Shortly after his release, Katsurakawa begins working under Yamanaka, who is known as a businessman. Yamanaka, who did not make a backing, continued to be relentlessly harassed from all sides, but Katsurakawa managed to surpass it. However, aiming for a stronger organization, he receives a cup from the giant organization Yagami-gumi, forms the "Asahikai", and decides to follow the path.

The main character is Ginjiro Manda, a man who runs a black market and is feared as "the demon of Minami" by those around him. Ryuichi Sakagami, who came to Minami with the dream of becoming a gangster, applied to be Ginjiro's apprentice. As his first job, Ginjiro orders Ryuichi to collect money from Kyozo Washioka, a disgraced executive of Naniwa-kai. One day, Ginjiro helps Washioka open a video game café, to win back the money he lost gambling and regain his honor within the Naniwa-kai.
